Project Summary
Planned as the first academic facility on CSN’s Northwest Campus, the Center of Excellence in Public Safety establishes a dynamic hub for public safety education, training, and community engagement in the North Las Vegas region. The intent is clear. Deliver a state-of-the-art, durable, and secure environment that advances excellence, innovation, and collaboration while preparing students for careers in law enforcement, fire services, and emergency medical response. The vision elevates leaders who embody integrity, professionalism, and compassion. The Center’s programming and building’s layout strive to create camaraderie and integrate the work that students will be doing as they enter a workforce where typically, Law Enforcement, EMS and Fire operate as separate agencies. Here, at the center, curriculum and building planning will foster collaboration, and provide training for real life scenarios that will promote collaboration and a unified response from all agencies.
Phase I encompasses a 62,750 SF two-story building that includes CSN’s Law Enforcement Academy(LETA), an Emergency Vehicle Operations Course,
and General Education programs such as HyFlex classrooms, a library, and student services.
Phase II plans for a 30,000-square-foot expansion to accommodate Fire Training and Emergency Medical Services programs to complete vision for the Center for Excellence in Public Safety.
Project Narrative
The Center’s programming and building’s layout strive to create camaraderie and integrate the work that students will be doing as they enter a workforce where typically, Law Enforcement, EMS, and Fire operate as separate agencies. Here at the center, curriculum and building planning will foster collaboration, and provide training for real life scenarios that will promote a unified response from all agencies. The building integrates all Public Safety Training under one-roof.
The Center is planned in two phases. Phase I includes the Law Enforcement Academy (LETA) and General Education Services such as a library, student services, and classroom spaces. Phase II adds the Fire Training programs and EMS/ Paramedics in an adjacent building that connects to the main building and general education spaces via a bridge. The outdoor raised entry plaza becomes the entry to both buildings transforming itself into a space that blends indoor and outdoor spaces just like barriers between agencies are intended to disappear as training and education occurs. A large overhang transforms this plaza into an outdoor room that provides access to general education spaces for “All.”
A Campus mall extends the length of the building, terminating in a raised seating area to support events and outside agencies training sessions. Within the mall a “memorial garden” recognizes those that have fallen while serving our community. Flanked by trees and seats, it’s a place for contemplation and reprieve.
LETA’s spaces require privacy for training and safety. Therefore, the only space on level 1 that has full glazing is a classroom that can be used by outside agencies. All other building programs are daylit by clerestories or perforated screens providing privacy.
An EVOC (emergency vehicle training course) is planned at the Northwest corner of the campus. It will accommodate braking, reaction, and perception courses for law enforcement, fire apparatus training, and EMS obstacle physical training.
Colors, yellow and blue are introduced to brand the building as belonging to the College of Southern Nevada. A perforated rainscreen in blue and warm wood colors is carried strategically to the inside of the facility, creating continuity between inside and outdoors edges. Large overhangs denote entry and provide cooler environments for students to gather.
Daylighting and connections to nature have been crucial in developing the scheme for this project. Light monitors are placed above main circulation areas spilling interior light and shadows while giving glimpses of the sky; double height glazing at main lobbies creates a welcoming atmosphere for users and provides expansive views for our future generations of public officers that are collaborating and training within the Center. The main lobbies become the heart of the Center for all to interact. Nature is brought in strategically along staircases that are designed to promote seating and gathering, also around conference areas and glazing edges, continuously connecting users to the outdoors.
Sustainable Design & Materials
Design meets Nevada State Public Works Division Green Building Standards and a LEED Silver Equivalency.
Building placement along East-West axis optimizes daylighting. Natural light is brought further into the diagram through insulated clerestory monitors above main stairways and interaction nodes.
Drought tolerant landscape and high SRI hardscape is utilized. Large canopies provide exterior comfort.
Solar covered parking planned at secured parking.
A Life Cycle Cost Analysis evaluated 3 HVAC systems:
-Air-cooled chillers and natural gas-fired condensing boilers
-Air-cooled chillers and natural gas-fired condensing boilers.
-Water-cooled chillers with magnetic-bearing compressors and adiabatic (wet/dry stage) fluid coolers and natural gas-fired condensing boilers
EXTERIOR MATERIALS; REGIONAL, DURABLE, AND LOW MAINTENANCE:
High Performance Concrete, Metal panels and High Density Phenolic Resin - rainscreen application. R-13 interior batt and R-8.6 continuous insulation.
Insulated glazing units.
High SRI roofing.
High recycled content and local interior finishes.
SYSTEMS PLANNED FOR THERMAL COMFROT AND PERFORMANCE:
Mechanical systems with energy conservation measures.
Air-side economizer on air handling units. CO2 monitors and modulating ventilation dampers.
Electronic Building Management Systems for HVAC, occupancy and lighting control/ monitoring.
1.28 GPF for water closets, 0.125 GPF for urinals, 1.5 GPM showers, and 0.35 GPM faucets.
LED fixtures. Daylight zones with daylight harvesting.
